Definition

The ability to bring a group to a shared frame (goals, roles, rules, decisions, next steps) such that coordinated execution can begin.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Many discussions, few closures; unclear ownership; execution stalls.

High Pole

High closure: clear decisions, owners, criteria, timelines, and coordination.

Reference

Works in structured groups; struggles in high-conflict politics.

Measure

Primary: Decision Closure Rate — proportion of group discussions that end in clear decisions + owners + criteria.

Measuring Methods

Meeting observation protocol: decisions/owners/criteria captured → follow-up adherence.

Empirical Anchor

Group alignment facilitation / team coordination (Marks et al., 2001); shared mental models (Cannon-Bowers et al., 1993).

Notes

Distinct from leadership: facilitation is process alignment; leadership is overall direction + accountability.
