Definition

The ability to act and make progress with incomplete information and unclear outcomes, using iteration rather than waiting for perfect clarity.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Uncertainty paralysis: excessive preparation and delay until “full information” arrives.

High Pole

Iterative progress: forms hypotheses, takes steps, gathers feedback, updates course.

Reference

Functions under moderate ambiguity but stalls under high stakes or chaotic inputs.

Measure

Latency: time to first meaningful action under ambiguity.
• Adaptability: speed of course correction when new evidence appears.

Measuring Methods

Ambiguous-brief simulations; iterative project analysis; evaluation of update behavior after feedback.

Empirical Anchor

Execution under uncertainty / tolerance of ambiguity applied to action (Frenkel-Brunswik, 1949); adaptive performance (Pulakos et al., 2000).

Notes

Not “recklessness.” This is functional movement under ambiguity, not risk for its own sake.
