Definition

Ability to choose a long-range course with attention to resources, risks, environmental dynamics, and competitive constraints.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Short-horizon, reactive moves; weak anticipation of consequences.

High Pole

Multi-year course selection, scenario awareness, and robust resource/risk alignment.

Reference

Has a direction, but limited scenario thinking and second-order awareness.

Measure

Primary: Depth (depth of strategic reasoning).
Secondary: Coherence (internal alignment of goals, resources, and actions).

Measuring Methods

Scenario cases → strategic choice + rationale → evaluate risks, alternatives, and downstream effects.

Empirical Anchor

Strategic thinking (Mintzberg, 1994); strategic planning capacity; strategic cognition (Hambrick & Mason, 1984).

Notes

More than second-order thinking alone; strategy includes course, allocation, and competitive dynamics.
