Definition

The ability to generate workable solutions when money, time, staff, or tools are insufficient.

Poles

Each HES element is a spectrum, not a category: the Low and High poles describe how it presents at its two extremes, while the Reference marks the typical, everyday middle. The poles map variation across the range — neither end is inherently better or worse.

Low Pole

Hits a wall: “impossible without resources”; rapid capitulation or context-blame replaces solution search.

High Pole

Creates viable pathways: reframes constraints, decomposes goals, builds temporary bridges, combines unconventional options.

Reference

Handles mild scarcity, but multi-constraint scarcity (time+money+people) collapses solution generation.

Measure

Fluency: number of viable options produced under constraints.
• Effectiveness: proportion of options that actually work when implemented.

Measuring Methods

Constraint case tasks; review of real scarcity episodes; implementation outcomes of workaround solutions.

Empirical Anchor

Resourcefulness / learned resourcefulness (Rosenbaum, 1990); frugal innovation; bricolage (Lévi-Strauss, 1962).

Notes

Not identical to creativity: emphasis is on implementable solutions under severe constraints.
